N99 to ICR2 converted tracks--cars bottling up

It's great to be able to race the N99 tracks with the
Indycars, but I've noticed that the computer controlled cars
have lots of problems passing, creating logjams whenever the
leaders approach the backmarkers.  This obviously results in
 some average cars being able to pass the leaders in
traffic.  I've noticed this problem only with N99 to ICR2
converted tracks--is there a way to fix it?  Is this an AI
problem or something more complicated?  Any thoughts?
Suggestions?
