I would say, just change these two:

net_mdm_client_send_every = 3
net_mdm_server_send_every = 3

This will do for any client. When you set them to 2, the client must be able
to download 20Kb/s _continually_

As for the race. I believe the race is ended when there are no cars left. So
if you leave out the AI cars, the server should never be in a race for a
long time when no one has connected.

I've been under the impreson since day one that the core.ini is only used to
"optimize bandwidth usage". If you're on a T-1, you shouldn't have to worry
about that. If you're connecting from home over a modem, you may want to put
some tweaks in on the client-side, but on the server-side, remove the whole
core.ini!

I have done this on my machine which I host races on often. Since removing
the core.ini, I have had fewer disconnects, etc...

Give it a shot!
