ICR2/NASCAR settings editor?

Does anyone out here know where I can find the settings editor for these two games? I
remember seeing it somewhere, but I can't remember where. I recall that it was a
Windows program. It was supposed to run with versions 3.1 3.11 and win 95. Any help
would be appreciated. Thanks in advance.  Richard
