I have recently run both these programs out of win95 by checking off
the Don't let Dos program notice windows in the advanced configuration
of the Shortcut.

I was able to escape from the games and go to the desktop and back
again.

Has any one else tried this.

Yep... that's exactly how I play the games. I get better video
performance that way since the Diamond video drivers for Windows are
better than the DOS counterpart. I have had no bad experiences at all
and have been pretty please with the way it runs. My controls seem to
respond a little better also... I'm not sure if this has to do with
Win95 installing its own driver for my ACM or what, but it seems
smoother to me.

While were on the subject of WIN95 and ICRII, can you tell me if
you need to patch the WIN version of the game or is the traction and
everything fine in this version?   I dont know if its the game or just
that I SUCK at road courses!?!  I would like all the traction I can get!

The following is from the readme file that comes with the 1.01-1.02
patch.  (BTW:  Your version is 1.01):

II. CHANGES FROM VERSION 1.0.1

Fixes a bug where  set controls automatically detects your mouse and you
are unable to use keyboard or joystick controls, you must unload your mouse
driver in DOS.  Please contact your computer manufacturer for details.

Fixes a yellow flag problem where the race order would become corrupted,
sometimes resulting in cars illegally passing one another under the
yellow.

Fixes a weight transferrence bug that resulted in the driver's car
understeering after driving it.  The longer it was driven, the more it
would understeer.   This bug had been reported by many users as a
settings bug because it appeared that the settings were being lost.
