This update is exactly equal to 8.1a except that it has a different license
to allow redistribution with developers' programs that use DX8.1. There's no
reason to download it, unless you like having the latest version number
installed always :)

No difference at all actually other than the version number.  It's the same
as 8.1

I was hoping that it had a fix for a certain F1 game that has a problem with
split axis. :(

I've heard that it includes approximately specific 320 bug fixes, The only
one *I* hope is fixed is the "disappearing/non-responding" game controllers
under Win2K utilizing USB.

I've had 2 wheels & 2 joysticks, all from different manufacturers suffer
this problem, where they can just literally disappear/disconnect mid-game,
or worse mid-race, never managed to find any acknoledgement or info on this
problem, other than the fact that many otherds have suffered from it and it
seems to be a Win2k, USB & possibly Via chipset related.

And the web site says, "This download provides the end-user Redistributable
that developers may include with their product. The redistributable license
agreement covers the terms under which developers may use the
Redistributable. If you choose to distribute the Redistributable Code, you
must include the files as specified listed in the Redist Directory Read Me
file."  Of course, if you're in that category, you would need to do this,
otherwise there is only one consumer version of DirectX currently and it is
8.1.

On warp2search.net they say that there are the following fixes in Dx8.1b

- a fix for Win2000 that helps laptops wake up from hibernation when
  they are in a docking station with a USB camera attached
- a fix for  a blocking issue in Windows 2000 when running DirectShow
  in a service.
- correction of a boundary case in the MPEG-2 Demultiplexer where
  packets might get dropped.
- fixes an issue with Direct3D screen savers where the computer might
  have been unable to enter standby or hibernation by using the timer in
  the Power Management properties.
- a TL vertix clipping issue in a few newer games which use the
  DrawIndexedPrimitive() API
- an issue with flashing lines or polygons in a few applications using the
  DirectX 8.0 DrawPrim(), DrawClippedPrim, DrawIndexedPrim() APIs.
