Are there any good F1 Manager games (on the level of e.g. the
Eidos/SportsInteractive Championship Manager football games)? Any in
development?

The only ones I can think of are EA's F1 Manager which I personally
didn't like, and Microprose's GP Manager 1, 2, and Grand Prix World. They
weren't too bad, but weren't brilliant either.

I'm currently playing in a PBEM (Play Bby Email) F1 Management
sim...It's an absolute blast (though fairly slow paced).  If you (or
anyone else out there) is interested in joining, let me know and i'll
put you in contact with the guy running it.  It's not the same detail
level as a PC game, but fun since you're competing against real people.

There's a new one under development for the last 2 years. Seems impressive
and will be launch this year.

My favorite F-1 manager game is still Grand Prix Wizard by Wizard
games of Scotland. Short on graphics but long on fun/realism. I think
you can get it for about $10 on their website.
