Why does it say Windows95 AND 98 on the minimum system requirements?

If you throw common sense out the window (which I think you have) , that
would indicate that you need a dual-boot configuration with Windows 95 and
Windows 98 installed on the same system....

...this is an alarming trend that game developers have been taking as of
late.

This is NOT enough! You have to USE Win 95 and 98 parallel while playing  
MGPRS. So buy a dual-cpu-system with two monitors and it would be a  
fantastic event! And You need special Formula 1-glasses named "chameleon"  
to look at the two monitors in same time.
