nope, but according to this description it has to be pitstop.
revs was the first racing sim ever (on the C64 and BBC micro) - at least
I can't remember any sim before revs - and guess who did it? it was
geoff crammond! :-)

Revs was written by Sir Geoff and came out first for the BBC micro in the
ealry 1980s. Revs simulted British Formula 3. If I remember correctly, it
first came out with just Silverstone and then a 4 track expansion was
added with Snetterton, Oulton Park, Brands Hatch and... I forget.
It had a neat feature whereby if you stalled the car you had to restart
the engine.
It was a very excellent sim.

Pretty nifty how you could hold the gearchange key down for a clutch
(although digital) but that was a pretty cool feature to have.
There were 8 tracks (can't remember the names now though - Snetterton, Spa?)
but the other drivers had funny names. Wilma Cargo is the only one I can
remember. Anyone remember some of the others?
The game you are describing was either Pitstop or Pitstop II.
