This may be a redundent question, and if so, someone can point me to the
right place to find the answer, but how does one get involved in the
different simulated racing series for NASCAR racing?

Thanks,

One place is on the Papyrus BBS.  The NASCAR Racing League is supported
by Papyrus (which is nice) and it's a friendly support BBS.

division to division, season follows Winston Cup series; America Online based

IWR/IGN (second season underway)
http://www.webcom.com/~pinniped/welcome.html
Features: two divisions, both with static setups for all drivers; race length
varies from 30-50%(?), opponent strength up to 99% in IWR; smaller fields for
slower computers; Internet-based; runs in conjunction with IWCC as a
preparatory series

...you should check these pages for more information from the various series.
Each series has its own unique rules and scoring procedures, as well as

Hope this helps!
