Am I missing something? I can't seem to adjust the anount of fuel in
trying to design my own qualification setup.

Just like in real Nascar, you have to start each session (including
qualifying) with a full tank.  You can only adjust fuel levels during
testing.

According to NASCAR rules, all cars must qualify on a full tank of fuel.

It would have been nice if they left you the option to pick your fuel
in the race though. I  have always set my cars up "heavy" because I only
have time for 20-30 % races. now when I pit for outsides in the middle
of the race, I can't put the fuel in to keep my setup. (Although I've
noticed the AI no longer pit once in these races just for the sake of
having to pit !!) Now I know the computers are getting too smart! ;)
