I scrounged up sixty bucks yesterday and upgraded my machine from 16 to
24 MB of RAM.  (NO, I didn't pay too much, I ran out of slots and had to
toss 8 megs).  I installed Nascar2 when I had 16 MB.  My readme's state
that I now have a set of 4bit cars rather than 8bit cars.  My question
is:  Do I now need to reinstall then entire game (Yuck) to get the
increased color depth of the cars since I now have the required
memory???

I don't think so.  The DAT files contains MIP and MI4 files - which I
believe are the 8 and 4-bit textures.  The game will automatically pick the
8-bit textures now.

For NASCAR2 it's the track textures that are 4-bit.  In ICR2 it's the
cars that maybe 4-bit.  No, you don't need to do anything with the
install.  It should be automatic.  I think the 4-bit just tosses out
some of the range in the palette.  However, if you find performance lags
at Martinsville or Bristol, you may want to force your memory level back
down to 16-17 MB to go back to 4-bit track textures.  I do this by
loading a huge smartdrv.  Or you could do a ramdisk.
