Are these circuits free? By the looks of a Belinia web-page I found,
it seems that they're for sale in Europe. If any of these tracks are
downloadable, where are they?

The installation program states you should use a fresh installation of GP2 to
install the Belini tracks. I don't know what happens if you install it over a
hacked install. I followed the instructions in order extract the tracks and
jam files. Then I just coped those files into the appropriate directories in
GP2 and it now works great using Trackman to change tracks, just like any other
download.

You can of course use trackman to swap tracks, but for the tracks to
perform properly they have to be in the correct slots and have to use
a fresh unpatched copy of gp2.
The wet race simultation will only work when patched from the belini
manager, so trackman can't be used for this purpose.
