Can't download ICR2NCAR utility.

I'm looking for the ICR2NCAR utility to convert ICR2 tracks to Nascar.
I can't use The Pits because it's too slow (from Canada), and I can't
use the Pits US mirror site because it does not work. I can go to the
mirror site and start the download, but it just stops downloading at
50-80K (only1/10th of the file). I've tried this download ten times
(from Netscape/Windows) and it just doesn't work.

If someone could post ICR2NCAR to either another web site or to the
binary auto-sim newsgroup, I'd much appreciate it.
