Ok folks I just had my new Diamond Stealth II 220 put in my computer and
everything is running better, CPR, N2, ICR2, but I have one question.  I
am getting awesome frame rates in the non-rendition version of NASCAR 2,
but in the rendition version it is not good at all, what can I do to fix
this?  The card is rendition.  Should I reinstall the whole game or
what.  Thanks if you can help me, and thanks to Eric Busch for giving me
the advice on the card.

Make sure you start the sim withe the "renddma" command. This utilizes the
dma buffering on your motherboard, makes a huge difference. You can also
use the -4 switch(renddma -4) to force 8 bit textures rather than 16 in
rendition, will help speed it up as well, with hardly any noticeable
difference. Note you can only use the -4 switch in the patched version, or
the GNS version.

Are you running the DMA version of N2?  You may need to run the program
dmadiag.exe to turn on your motherboards DMA in DOS.
