what are the chances of Papyrus releasing the source code for CART Racing
AKA Indycar Racing 2?

Probably 0% chance at the moment. They never released the track format
either to allow editing, I would assume that if the source is ever going to
come out a track/object editor or at least the file format would come first.
Still you can only hope?

  Sierra has a habit of reboxing and reselling out of date games over and
over.
I really don't think you'll see the Source code a la Doom anytime.  Not when
they
can squeeze 9 bucks outa some guy who has no clue what 3d acceleration is.
