Act Force RS spikes in GPL <AND> Nascar. Papyrus conspiracy?

What do I have to do to get my wheel to behave in these games? I have tried
the GPL tweaks and while they do affect the performance the spikes still
come.
Nascar too.

Anyone?

I use 65% force with 0% in the other settings in the control panel.

core.ini (in GPL):

max_steering_torque = 275
