Ok, I know my sound card is a generic low end pos but gta3 sounds fine,
half-life sounds fine, everything sounds at least decent - even N03 sounds
fine underneath this utterly annoying noise that's supposed to represent the
engine. Actually, I can hear the engine too at idle and if I listen real
close and it sounds fine but there's an overpowering sound that drowns out
everything else no matter what any of the levels are set at.

It is the engine because when I do a header into a wall and destroy it, I
can finally hear the wind, tires scrubbin' and squealin', etc. and it's all
good. But when it's running anywhere from 3500 rpm and up the engine sounds
like a 27 horse power hair clipper stuck on high inside a tin can. It only
has one tone, one level, never changes and it's the only thing that can be
heard. I'm sorry, but I can't drive like that - it's distracting and it
sounds like dookie.

I tried turning off and on the sound options in the core.ini and adjusting
in-game volumes until I'm blue in the face - different speakers, 3d on and
off, sub woofer on and off, headphones - it doesn't matter, it's always the
same. Is there any alternate sounds available or is there something I can
adjust somewhere that I haven't thought of...? I can't deal with it like it
is.

Get the engine sound pack download from Blackhole Motorsports. Much better.

Don't worry with soundpacks yet; the game doesn't like your card.  Be sure
to turn 3D sound OFF, and try reducing the # of sounds so you don't drop
your engine sound.  Once/if you get the stock sound working, then you can
try alternatives.

My wonderfully old Diamond MX300 (Aureal2) that still works fine with all my
other software, does the exact same thing now after upgrading my machine and
switching from Win98 to XP. I finally got sick of***ering around, trying
to get it to work. It just wont for whatever reason.
 Just means im gonna hear that all too familiar sound soon....

I have this problem also.  I have been trying to solve this for weeks.

The sound problem is with my engine. It sounds like my engine is a loud
opponent's engine.  It does not match the gear and RPM that my engine is
running in. It totally ruins the game for me. My 3D sound option  is off and
I reduced the number is sounds to 10 and it still sounds wrong. I'm fairly
certain that I have all my drivers up to date.  Do I really need to switch
from WIN2K to XP to solve this?

BTW:  This same PC plays Nascar 3 and Nascar Legends engine sound just fine.

Thanks everyone...

I've come to the conclusion that, yeah - it definitely doesn't like my card.
Here's where it gets hilarious. I have a SB live card that I've never used
so I yanked the Avance out and put it in; computer won't even get a video
signal much less boot up regardless of which slot it's in so it's quite
possibly junk (bout right for what i paid for it tho'). Icing on the cake -
I was checking out a replay and when I switched to the***pit view of one
of the ai cars, it sounds great! :o)

~it just sucks to be me....

In dx tools turn sound accelleration down to basic that will solve your
problem

Update:  My engine sound is good now.

The solution for this problem was a more current sound driver.
I have a Biostart main board with Advance AC97 sound built in.
I needed driver version 5.10.0.4030 - this I found on Biostar website.
NR2003 (my engine) sounds just fine now.
