Did an initial install and I have no spotter voice.

All the other sounds are there and I do have the spotter checked to speech
in the sound setup.

Any ideas?

Do you have a Dell with the Montego TBS II A3D sound card by chance?  If so,
upgrade to the new v4.6(?) sound drivers.
