ICR2/GP2 slower all of a sudden

I hadn't raced either ICR2 or GP2 in awhile, but I suddenly got the urge to
play them again and installed both of them to the HD.

Now I noticed that both games are slower in terms of frame rate than before.  A
graphics setting that used to be 16fps in ICR2 is now giving me only 11fps.  
What used to give me 80% processor occupancy in GP2 is now giving me 115%.

Goodness knows how much software I've installed and uninstalled in my computer
in the past several months, so a file that might've been used to make the games
fast has been replaced by a poorer-working version of that file.  Are there
certain files that both programs rely on for giving good frame rate?

FYI, I have an Acer P133, 16MB RAM, 1G HD, and a piece-of-***Cirrus Logic
video card, the same setup I had when I ran the two sims before.

        Try running scandisk and then defrag your hard drive.
