Ok I found my problem.  In the task manager I see in the performance graph,
every 10 seconds or so the cpu usage goes up to 100%.   It's the SYSTEM IDLE
PROCESS.  Does anyone know what this is and how to make it so this doesn't
use 100% of my cpu power every 10 seconds?

  Sean, what OS ?  Not sure, buy maybe in control panel/power setting ?

AH HA!!!!!!!!!!  I found it, I think.  My damn scanner had a program looking
for the connection I think.  Because it's not connected, and I did notice
that program was spiking with the system Idle thing.  Disabled that program,
that was only shown running in the CNTL-ALT-DEL,  under that tab processes.

System Idle means just that, i.e. at 100% it's not actually doing anything
at all. In your case it's going up when you are looking at task manager
because you're not running anything else using the cpu at that time.

Yep that was it.  Damn scanner program that I didn't know was loaded.
