A couple of things spring to mind....
First, so you have the top gear ratio maxed out? If you don't the other
cars will be faster.
Second, is your wheel calibrated ok? if not, even though you may be
pushing full throttle, TOCA2 may not think so if the wheel hasn't been
calibrated properly, recalibrate it to see if that helps.
Third, try a harder suspension setting, this usually gives a slightly
faster overall laptime.
Fourth, are you braking too early at the end of the straight? you can
usually brake later than you might think, in fact, if you brake at the
point where you want to turn in, the weight shifts and actually helps
the car to turn!
Fifth, are you exiting the hairpin ok? remember you need two exit the
corner before a long straight as fast as possible to get the maximum
benefit from the straight. Try to be smooth through the hairpin and
pointing in the right direction on the exit to the bend, and get on the
power as early as possible so the car carries the extra speed into the
straight.
