Strange GPL Behavior

I finally got my new mobo installed and up and running (Epox 8KHA+;
Athlon XP1700+; Voodoo5 card), and re-installed GPL.

Actually, I first re-installed GPL from the retail CD.  I found that
both the replays and MY speed when in the***pit were in Turbo mode.  I
must have been going 5 times faster than I should have.  That might
sound like a good thing, buut belive me, it ain't.  LOL.

Anyways, I then realized that I had backed up GPL and all its
subdirectoried to CD before installing the mobo, so I decided to just
copy the contents of that CD back, after first uninstalling GPL.

That worked fine -- I kept all of my patches, replays, player files,
setup, controls, etc.  GPL runs fine, except for one little glitch --
When I hit Alt-F, my framerate count is like 1.07 or something like
that.  My actual frame rate is great.  It's just that the readouts
wrong.  The speed of the game seems OK, but I'm thinking that perhaps
its only _slightly_ too fast now?  (Hence the incorrect frame rate
counter).

Should I download/apply that CPU slow-down patch for faster CPU's?  If
my game is running slightly fast, it'll probably help my laptimes, but I
wouldn't want to cheat (although I can use the help I can get.

Any thoughts on this would be appreciated.

The patch is not a 'slow-down' patch for your cpu.  But rather a larger
register so that gpl's interior clock doesn't overflow....
Yes...get it now..
