I am hoping to race with SHRA this upcoming season, so I am going to upgrade
my system by buying a new one.   What would you recommend I purchase
to fully us all the graphics availalbe by both Burnout and NHRA drag racing

Also, I live in the Philadelphia area, as am looking to change ISP's as I heard
that compuserve is not a good isp for online ***.   Could anyone out there
suggest a good ISP in the philly area.   Particularly with an access line in West Chester, PA.

Anything over a P-200 with a 3dfx card will suit those two games well. Of
course, it will be better to pick up something with a little more "punch". I
use a PII-300 with Monster3D and either game runs smoothly. Most others do
as well, but you can excpect to see future games puching the limits of even
the fastest of computers today.
As for ISP's, most will be better than compuserve for online ***. Some
have no problems with Compuserve, but I would always recommend finding a
national ISP such as Mindspring or ATT.net.
