It's been a long time since I solved this problem on my machine and time
plays funny tricks on one's memory. Speaking of memory, I think this
problem is related to memory. If my memory servers me right, the
problem may be related to your config.sys file. Try commenting out any
line you have in your config.sys file that points to EMM386.EXE. Reboot
your machine and then try installing ICR2. If this solves the problem
(or not), try using the following line in your config.sys file:
DEVICE=C:\WINDOWS\EMM386.EXE noems
