Customizing cars in racing sims?

I was just wondering if anybody knew of racing sims where you can completely
customize the car you are driving. Possibly advancing the car's attributes, as
well. I have fallen in love with that idea, ever since I played the old Street
Rod 2 game...way back when. If anybody can help me out with this, I would
gladly appreciate it. Thanks!

          SCGT had a bunch of item you could purchase to improve
performance.  Trouble was, streetcars soon blew away Prototypes.  Most
leagues had to strictly enforce a very limited set of allowable upgrades.
