From the several dozen people I've seen who have the game, every one of them
have gotten it from EBX stores, not regular Electronics Boutique
stores....is this possible? Might be why some people have the game today,
and others don't have it yet?

If they do have it they're all lying to you. NASCAR Racing 2002 Season is
not released until mid-February.
