TCG - Proposal for Track Creation Guidelines (new version)

Ok, be aware that there is a new version:

http://www.racesimcentral.net/

Changes with this version of TCG:
1) Implemented suggestion that author/website name be incorperated into the track name
2) Implemented suggestion that authors try not to create graphics add-ons as a new track
3) Added Known Bugs section to readme
4) Added Changes since last version section to readme
5) Added AI (yes, no) section to readme
6) Added instructions for track.ini
7) Gave information on where to obtain the latest version.  All websites who think this is a good guideline and want to also
post it, please let me know and I'll add it to the readme in the next version.

Thanks for the feedback!

Cheers!

Thanks for putting in some "structure" by doing this.  Now let's hope people
do go within those (nice) guidelines.  Per example, I can't wait to see
Nascar people wondering why they can't join an online race, when the track
they have is, even if named the same, a different track.  Also, a tool like
the GPL track database would be almost required.
