Is there somewhere, that someone could recommend for online racing
using CART Racing (ICR2) that doesn't charge a fee?
Something like MPLAYER, an awesome online FREE *** service but
unfortunately
doesn't provide online Indycar Racing 2.

Indycar Racing 2 (also known now as Cart Racing) does NOT have any network
capability so online racing is not available. You can run modem vs. modem
or serial link two computers but that is it...There are, however, plenty of
OFFLINE email based racing leagues...
