It's Burnout PCE with jap cars (literally).  The graphics suck (or could be
better anyway).  You dont have to wait, its been out for a while.

Does it use Dos like Burnout PCE or Windows?

I can't find anything that shows the games system requirements.

It's one of those DOS4GW things, so I guess it uses a DOS window under
Windows.  I know I didn't have to shell out to DOS to run it.
