ICR2DOS to WIN95 Patch?

Does anyone know where I can get this patch? Or should I stay with DOS?
Can I run the game in VGA or SVGA? I get 14 fps in SVGA and 28-30 fps in
VGA. Will Win95 give me better rates? I hear it's a better interface. Is
this true? Would it be a good idea to go to Win95 just for the
interface?
