Is there a Grand Prix rules wizard out there?

I just finished a season with '97 cars,  but '94 schedule.

The following were the results for Villeneuve and Schumacher (the
leaders in points):

Is the tiebreaker the 9th place finish, or is there some other
tiebreaker?

The real F1 would decide tiebraker by qualifying (i.e. pole positions) I
 believe.  Who did GP2 crown champion?

Yes, the 9th place would give the championship to Schumacher. As the
rules in Formula 1 are that if the points are equal then you take the
number of 1st places, 2nd places, 3rd places, right down to 24th place
finishes!.

It would not be decided on qualifying

The qualifying does not matter for the tiebreak, only the race
results. This means the 9th place is the deciding one. Very tough
season after all.
