Is it possible to make a 40 car set out of an existing 32?  If so How?

I assume you're talking about ICR2 and not NASCAR.  Gerhard has hacked a
40-car set together, which is available at The Pits.  Unfortunately, you
cannot delete cars, so if you want, say, a 37-car set, you'll be left with
three "blank" ones.
