While I don't know the exact steps here is the Readers Digest version.

1. Take 1024x1024 car texture and convert it to a 1024x1024.bmp. (simple
save as in any good paint program)
2. Using Winmip 2  convert bmp file to a mip
3. Rename mip file to match the make of car you want and save it to proper
folder.  (series\cars  IIRC)
4. From game create a new car file selecting the proper make. This will
bring the mip file you just created replaces the default paintjob when a car
is created.
5. After filling in the rest of the info for the car file save it
6 don't mess around in the in game paint shop other than doing your pit
crew.

more info

use 3 when converting bmp to mip
when you rename the mip the correct name to use is card_pontiac.mip ,
card_ford,  etc...
Place in x:\Papyrus\NASCAR Racing 2003 Season\series\cup folder

You can also keep your car file size down by using 256x256 pit crews.
