N2 Indy - QUAL 2 1, or QUAL 2 2 ???

N2 Indy - QUAL 2 1, or QUAL 2 2 ???

Every Indy.txt I've seen has either 2 1 or 2 2.  What are the real rules for
the Brickyard 400?  I've read that with non-restrictor plate races (which
apparently Indy is), 1 lap is allowed (out lap, green flag, checkered flag).  
Then someone else said, no, two laps always (out, green, white, checkered).

Are there any definitive statements from someone who really knows?
