Finally, after about 12 hours of trial & error, I managed to get my
Thrustmaster GP1 wheel to work with Screamer2!

First, exit to DOS to run set-up.  Win95 played havoc with this program &
setting up even my Sidewinder Pro joystick.

Next I hooked up my joystick for the set-up, as the game wouldn't recognize
the wheel no matter what I did.  So in DOS I used the joystick so that
set-up would read the 'wheel' movements.

After that, I hooked up my wheel, went back into set-up, & reconfigured only
one of the button controls.  On leaving the set-up you can then recalibrate
your wheel!  Magically, both axis now work!  Should work for T2 pedal woes,
I'd suspect.

Now that I've done all that I find I can run Screamer2 quite well in Win95,
though I had to run set-up in Win95 to re-calibrate the wheel AGAIN.  It was
a long road, but worth it!  I'm currently using the new 3dfx patch for this
game.  Looks good!
