N2 multiplayer with IP address

Can anyone tell me if there is a way to play Nascar II over the internet
with someone else (multiplayer) if you get ther IP address.  I have
already played on TEN but wonder if you could connect with just a few
individuals if they had your IP address any you had theirs.  Do you have
to have server software?  What is all required?

Any help would greatly be appreciated.

You can play n2 over the internet on KALI (www.kali.net), but you usually
get a lot of warping and disconnects.
