Any FAQ's out there w.r.t. importing carsets into NASCAR 3?

I downloaded a complete set of cars from IWCCCARS last week , individual
files, but it seems that The US Pits, and IWCCCARS are down this week.

Specifically, how do you create a 2000 season, complete proper stats, and
opponent strength?

I've been away from the racing sim game for awhile, I guess the old
executable car sets from IWCCCARS spoiled me back in the NASCAR 1,2 days.
