What system do you need to get 36 "FPS" with everything on, all sounds, all
drivers on every circuits?
I have a P II-450 and a Voodoo Banshee and I only get about 15-20 at the
starts of races.

That is way slow, you should get 36 with everything on. You need I believe the
Banshee patch, hopefully some banshee owner will give you more info.

Here's my system which (as I just found out) pulls 33+ FPS, even when
online.

ABIT BH6 Motherboard
Intel Pentium II 350, overclocked to 467 MHz
64MB PC100 SDRAM
Diamond Stealth II S220 4MB (Rendition v2200 chipset) (PCI)
Panasonic 24X CDROM
Western Digital 6.4 GB HD
I/O Magic Magicsound 16 (SB16 clone) (ISA)
D-Link 10baseT Ethernet Card (PCI)
(Old) Zoom 33.6 modem (ISA)

You should be receiving a fair bit more than that on a system like
yours.

What resolution are you running it in, and how much ram do you have
installed?

You should also download the Voodoo Banshee patch, which I believe may
help with this.

Perhaps switching off VSync would be another idea?

The system doesn't yet exist that will get you "everything all the time" but
that's "life in the fast lane".

Try reducing the Detail Bias to 25-50% and, unless you have a high-end sound
card, reduce sounds to 4-6. With the system you described that will get you
good performance...drivable from the back of the grid and consistent 36 fps
off the grid. And with most all the other graphics settings enabled, I think
you'll find your screen to be "terminally pretty." LOL!
