Is toca a purely arcade racer? Does it do any damage modeling whatsoever?

That and many other things. In either case I figured out that it does no
damage modeling whatsoever. It seems to do a nice job of modeling the
physics of driving. In either case you can win races by essential
slamming other cars out of the way.

Well, you can't in the Playstation version because you get penalised
for bad driving.

Having played both, I believe the PC version is much
more forgiving in this area. On the PC I've only been
penalised for very late braking, and slamming into the
back of someone (a la Schumacher :-)

    True.

    And dare I say that THIS is , by far, the most important aspect for
differentiating arcade vs. sims.

    I would say that's pretty hard to do, as spins are rather easy in this game.
