I don't see how you can have a non-racing driving game, because surely
they all involve racing of some sort?

For example, all the Nascar and F1 sims are about racing around a
track and trying to get ahead of the competition. But at the other end
of the scale there's games like Driver, the GTA series, etc, and they
still have a racing element, although it's not as evident as the
aformentioned sims. They all have checkpoints, of sorts, where you
have to drive as quickly as possible from one place to another,
avoiding the police, beating the clock and so forth...

No. Links 2003 (or any other version Of Links) is a non-racing driving game.
There is no racing whatsoever, but typically 14 "drives" per round. :>)

Yep. I76 goes on top. That game was the final push that made puy a PC.Online
CTF with armed vehicles and many beers was the best. (and spend 4 1/2 or 5
years of upgrading yonder hardware afterward).
GTA3
Hard Drivin' and Race Drivin'
Midtown 1 and 2 (sort of a racing game though)
Does a train simulator count ? :)
