There's an updated version of AI Tweaker (1.03) at the Fast Lane
http://www.grandprix2.com/gpl/patches.htm

This one has more features than the version at http://gpl.gamestats.com/,
with the capability to reset the AI levels to the game defaults, adjust
various AI driver error and car failure probabilities, override the AI
improvement that occurs as your get faster at each track, ...
