My buddy's girlfriend just bought one of these and he's wondering if there's
any way of using it with a PC?

If it a "Driving Force" and USB then yes.  (I use one)

Goto the Logitech site and look for the latest wingman software.  It will
let you configure all the buttons, pedals, paddles and stuff.

The force feedback wheels in recent years from Logitech work on the PS2, the
Mac and Windows. That includes Driving Force blue one.

Go to www.wingmanteam.com and get the latest Logitech Wingman software.  The
wheel works fine with Windows 98 and XP so should work on anything.  The
only slight issue is that some games can't see the paddles - probably due to
the wheel having so many buttons on it, and some games can only see the
first 10 buttons - and those are numbered 11 and 12 I think  You can work
around that in the Wingman profiler software, binding them to keys on the
keyboard, then selecting those keys in the program setup.
