In real life (and I'm pretty sure in the game as well) they don't use a
radar gun, but rather the time it takes you to cover certain sections of pit
road.  In other words, they're measuring an average speed over a certain
distance.  I don't know how big the sections are over which they measure it,
but If the speed limit is 55 and you go 57 for one tenth that distance and
53 for the rest, your average speed for that section is below 55 and you're
okay.  This is way, way better than N3, where you got nailed for all but the
briefest excess.

It's not a bug, it's a feature ;-)  If I had to pick just one thing to fix
in the game, this would be it.

"... didn't exit pit lane safely" means one of two things -- you got your
right wheels over the blend line before you should, or you exited the pit
when the man had the stop sign up.  As others have said, the blend line at
Tally goes all the way into Turn 1, at which time your spotter will say
something like "okay, merge when you can".  IIRC, at the end of pit road the
blend line is a long, long, way from the racing groove, so you could have
been over the blend line but nowhere near the track and got a penalty.

Your rpm's have nothing to do with pit road speed.  The spotter will be
telling you something like "keep it under 3500 in 2nd", but you can run 5300
in 1st with no problem, the average car speed is the only thing it looks at.
Any problem in this area would have the spotter telling you "they caught us
speeding on pit road".

Another realistic piece of Nascar.  The flagman at the end of pit road will
display the stop sign and not let anybody leave the pits from the time the
pace car gets there until the last car on the pace lap is by.  Then he gives
the go sign and everyone can leave.  Usually there's no problem because, by
the time you finish your pit stop all the cars have gone by.  When you say
you almost hit him, that makes me think you crossed the blend line right
there.  I'm not sure how it is at Tally, but at most tracks if you go to the
right of the flagman you're across the blend line.  I use him as a guide to
where the blend line is and run right over the top of him every time.

No, I realized what is going on here (after several tests to confirm):
if you dip your wheels back past the solid white line denoting where the
pit stalls are after you leave your own pit, they will BF you...

Okay, I was watching the Darlington race closely last weekend, and
during yellows I didn't see the guy standing out on the pit stall white line
at the end of pit road like this guy is (from your description it sounds like
he is standing on the blend line to the RIGHT of pit road, not the left on
the solid pit lane line).  Again if he stood there during a real race he would
get hit...
