PDPI vs. Digital Wheel Questions

I am upgrading my PC to obtain better performance for  my driving
games/sims.  I am buying a new video card, but that is not the subject
that I want to address here.

As I understand it, my  traditional wheel and pedal set with
potentiometers and running through a standard game port requires
significant CPU resources.

1.)   Which would give me a better performance improvement for my  games
- running my wheel through a PDPI card or switching to a digital wheel?

2.)  This may be dumb but I have been wondering.  Do all pedals with
digital wheels output a digital signal to the computer as well?  Or do
some pedals with digital wheels just output a traditional signal from
the pots?

3.) Do any digital wheels and pedals use pots as their sensors and then
covert that output to a digital signal?  (I think I would want to avoid
this in a digital wheel so that I need not worry about pot maintenance.)
