I was racing online at Alabama last night and my spotter would NOT shut
up, continuously spouting "GO HIGH!  GO HIGH!  GO HIGH!  GO LOW!  GO
HIGH!  GO LOW!  GO HIGH!" ad nauseam.  I went in the pits and he
stopped, then after a few laps started doing it again.  He would still
give the regular messages "car high, car low, you're in the middle..."
etc, but all the while he would continue with the other irrelevant
comments.

I have the patch, as did the server.  Is this a latency/warping issue?
Some other cars in the race appeared to be warping badly.

He must have been saying that cause there was a damaged car somewhere infront
of you.

How damaged would a car have to be to trigger this message.  I never
overtook one, and it never shut up until I pitted.  Eventually, it
would start again.

There was some driver whose car did not appear to have front wheels.
He could keep his speed up, so I am assuming it was some stupid hack or
mod.  I can't recall if the problem occurred only when he was in front
of me or not.

My buddy whom I was racing with never heard anything like this at any
point during the race.

that was your problem then The war was so bad that when the damaged drier went
to pits and it didnt show up for you so the game thought he was still damaged
and stoped.
