You could try a custom Autocross layout in lfs, it supports a clutch &
shifter too if you want the full manual experience. I don't know of
anything that will allow street signs & traffic lights though, unless you
consider Midtown Madness or something.

Drivers Ed '99 is the only one that I know of.  You might try E-Bay for a
copy.  I know that it is VERY strict (ie, if you so much as TOUCH a white
dotted line, it deducts for that, as well as just ONE MPH over the speed
limit.  :-)

Oh yes - simply buy GPL, stick him in a BRM and tell him to beat the
benchmark at the Nurburgring.  (Evrything else is for wimps ;)

That ought to keep 'im off the streets for a while - and when he's done
he'll be ready for ANYTHING  ;)

The cops in the game Mafia pay attention to traffic laws (at least to
stop signs and lights and speed limits).  If you are not in a mission,
you can drive around to your heart's content.  The car physics are
adequate for learning the basic rules of the road, and how to
recognize and read traffic signs.  The other "drivers" are pretty
good(?) at things like pulling out in front of you, changing lanes
erratically, etc, so the kid will learn to anticipate dangerous
situations.

But only actual seat time will really train someone to drive.  Find a
big empty mall parking lot or industrial park and grin and bear it.

There's also a European (well, German, but they have versions in several
languages, it seems) program called "3D-Fahrschule", or "3D Driving-School",
which has had 2 versions at least. I've tried the demos, and it is very good.

Update: I just noticed they've just released their version 3.0...
