Just try my usb TSW with RBR. And the brake is inverted. Does anyone know if this can be changed in a file somewhere?

I've got exactly the same problem with my ECCI CDS4000. I can get it
to work when I switch to brake and throttle on the same axis, but then
can't complete the Rally School because the damned sim won't recognise
the brake & throttle inputs simultaneously.

Can't find any editable controller files either...

I had the same problem with my wheel first (Thrustmaster FFB racing wheel)
I found out that you could have a throttle, a brake and a throttle brake
assignment in the controls.
I've put the throttle brake assignment  to  the keyboard, re-assigned the
thottle axis and brake axis and it is all
working perfectly now.

Hope this one solves it

BTW :
Running smoothly on a XP2800+, Radeon 9800 Pro...
The game is simply the best thing since ... (dare I say it) GPL
Played it continuously for 6 hours now... need a break...must master
pendulum turns...

If you check out that setup screen, there's options for "THROTTLE AND BRAKE"
as well as "THROTTLE" and "BRAKE" same with LEFT RIGHT and STEERING LEFT AND
RIGHT. or whatever.

Since you're using one axis for steering, set it to the "STEERING LEFT AND
RIGHT" and set LEFT and RIGHT to nothing (by hitting DEL if you set it to
something already)

Then, for split axis, set "THROTTLE AND BRAKE" to nothing. Set THROTTLE to
your throttle axis, and BRAKE to your brake axis.

I had the same problem for 2 seconds until I realized that I had setup the
brake axis to brake and throttle + brake.
