This question may sound stupid at first, but this has happened to me
twice that I can remember.

I'm about to be lapped (in the next lap or two) when a caution comes
out.  The yellow flag is still.  I race to the start/finish line ahead of
the lead car where the yellow flag remains still.  Because of the
position of the start/finish line being in the middle of the pits
(Rockingham), the pace car comes onto the track before I can reach turn
one.  I fall in behind the pace car.  On the pace lap, when I cross the
start/finish line the yellow flag waves.

Does this mean that I could have passed the pace car and raced around the
track to the start/finish again?

David:
Yes.
Until the flag waves, the yellow doesn't apply to you.  The pace car was going out to pick up the
leader of the race, and everyone else can pass.

Yes, keep driving all out (safely though) until the yellow flag waves
"maddly" (version 1.2 only I think).  The yellow flag officially does
not come into effect until the leader crossed the start-finish line with
the yellow flag waving.   You can safely pass a car on the track under
yellow (in the simulation only) as long as you are back in line before
you cross the start-finish line (black flag time).  I will do this on
an occassion just to make sure that I am where I am really supposed to
be.

I know this is Indycar I'm talking about, but it kinda goes along with
this.  When the caution waves in Indycar, the game won't let you pass
them, so I just run down the pit road and get in front of the 1st car
(there is no pace car), and run around till I catch the back of the
back.  This may work in NASCAR, but I don't know, I've never played it.

Yes.  Still yellow means yellow flag condition.  When it waves you are
taking the yellow at the line.  Always keep passing until you get a "STAY
BEHIND..." message.
