move from level 6 to level 7, but it takes a -9 to drop from level 7 to
level 6. I think this means that there will be anomalies in the scoring
system at each of the break points, ie. 4,7,10 and 13. You can also see the
effect by looking at the number of advances vs. declines in the MPANAL32's
skill rating summary.
