Why was the carousel left out?

Nope.  I was there and so was it. (and still is)

Why not build it then? The tools are now available to you...........

  Sears 99 and Sears97(the old configuration with the carosel) are two
privately constructed tracks that were first
built for Nascar 3.  They are possibly the two most accurate tracks
available
for that sim(and N99)  We have used them for our TPTCC and PORRS and VCRS N3
roadracing leagues.
  Sears99 has just been converted for use with GPL.  I don't know what the
plans are, but I wouldn't be suprised if the same guy who converted Sears99
also spruces up Sears97 for GPL also.
